Laws governing the breeding of purebred dogs are often passed at state and federal levels
without the vital input of the most knowledgeable people--the responsible breeder. This sort
of campaign, which is higly subjective and emotive, MUST be approached as objectively as
possible before the eyes of the decision makers. Documents written with a strong personal
and/or emotional commitment preclude an objective and thus seemingly reasonable, appeal.
Educating the LAW MAKERS is crucial if we ever hope to see a
stop to puppy mills (commercial breeders) in this country.
