Dog abuse comes in many different forms. One of the worst and most horrific forms of abuse is dogs kept in filthy living conditons without food and water in tiny cages, crammed several to a cage all for the sake of pumping out as many litters of puppies as possible to be sold at auction and in opet stores. USDA/APHIS is SUPPOSED to inspect these horrible places twice a year. They file reports that are open to the public according to the FOI (Freedom of Information Act).
